As the nation geared up industrial support for our future World War allies, the federal government launched a project to build housing for Navy Yard workers and officers – an effort that became Palmetto Gardens. Between the spring and fall of 1941, about 240 homes were built in this area just west of Park Circle. The Palmetto Gardens neighborhood association is one of Noisette’s most energetic, especially in community landscaping projects. They built and maintain a handsome, tree-canopied parkway/playground that spans the neighborhood on both sides of Montague Avenue. Community identity is also strong, as evidenced by a local initiative that has updated the deteriorating obelisk-style street markers with replacements that reflect the current distinctive streetscape.
